I do not know much about the New Territories, never having waited them, a so cannot handly comment. If the piers are needed, wit is quite probablethey are (I noticed in St. Vincent, Windward to lands, now be piers along the lew and coast skimulated trade in agremerur produce making it quite easy to ship goods to market in Kingstown by sailing boat.), the suggestions for some simple image planning. keeping building plots mon or less in the whouses (nhutz) www spared, sitting aside land for open space, manciche. putting in some maturity pruniture watcupply et. are logical step in the betterment of conditions in the N.T.s. With no Knowledge of the background, I would suggest the suncy should produces useful resurs.
